たぶん Gentoo の起動スクリプトで "use" というのが使えることを指して
いるんじゃないかと思います。"need" だったらそれが立ち上がらないと
依存するのは立ち上がりませんが、"use" だったら「あればそれより前には
立ち上がらないけど、それが失敗しても fatal じゃないので起動する」
というようなことができ、こういう柔軟な起動スクリプトは Red Hat
でも Debian でも Slackware でもできませんので。
